BIOGRAPHY — PIETER OMTZIGT

House of Representatives of the Netherlands
June 2002 – May 2025: Member of Parliament, parliamentary group leader, political leader of New Social Contract (NSC), and lead candidate

  • 2023 – 2025: Founder and party leader of New Social Contract, which entered Parliament as a new party with 20 seats and immediately took part in coalition negotiations.
  • Author of the book A New Social Contract (2021) on the childcare benefits scandal and democracy in the Netherlands. The book became a bestseller and reached number one on the Dutch Top 60 bestseller list.
  • Together with Renske Leijten (SP), he exposed the childcare benefits scandal between 2017 and 2021 and helped initiate compensation and recovery efforts for affected families. The scandal ultimately led to the fall of the Third Rutte cabinet.
  • Introduced a large number of legislative amendments and policy initiatives.
    One example: a policy initiative on excessive derivatives trading and multi-billion-euro losses in the public sector (including water authorities, housing corporations, and hospitals) led to significantly stricter anti-speculation regulations.

Parliamentary Assembly of the Council of Europe
November 2004 – June 2025: (Alternate) Member

  • Served, among other roles, as Vice Chair of the Monitoring Committee, Vice Chair of the Committee on Legal Affairs and Human Rights, and General Rapporteur on the protection of whistleblowers.
  • Through a report on the assassination of Daphne Caruana Galizia and the rule of law in Malta, he uncovered major issues and forced an independent investigation in Malta. That investigation resulted in reforms and ultimately led to the fall of the Maltese government.
  • Within the Council of Europe, Pieter Omtzigt pushed for an investigation into corruption by Azerbaijan within the Parliamentary Assembly itself. With the support of more than 100 other members, an independent investigation was launched. Approximately 14 members were sanctioned, and several were later prosecuted and convicted in court.

Council of Europe and Dutch Parliament

  • Within the Council of Europe, Pieter Omtzigt authored two reports on whistleblowers, organized a hearing in the State Duma featuring, among others, an Federal Security Service (FSB) whistleblower, and organized a hearing with Edward Snowden in Strasbourg. The proposals for improved whistleblower legislation were later taken up by the European Parliament — where he personally presented them — and eventually became a European directive. During implementation in the Netherlands, Pieter Omtzigt succeeded in significantly strengthening the legislation.
  • In both the Council of Europe and the Dutch Parliament, Pieter Omtzigt proposed Magnitsky sanctions. Despite initial opposition to related motions and initiatives, these sanctions were later proposed by the Dutch government and ultimately adopted by the European Union.
